Lowe’s Construction Update

Everyday of good weather yields more and more progress toward the opening of Lowe’s Home Improvement Store in Pineville. The shape of the 111,000-square foot building and the 27,000-square foot garden center (to the left of the main structure) are very visible from anywhere on the Pineville Expressway or Hwy. 165.

The original target date for Lowe’s to take possession of the new building was mid-December, with opening scheduled for January or February.. However, the contractor was able to make delivery of the finished building sooner than expected and it's possible that Pineville just might have a newly opened Lowes under our Christmas tree!

Gateway signs are nice, but nothing says welcome to Pineville now like the new 30’ by 50’ nylon American Flag that is along the Pineville levee, near the Gillis Long/Jackson Street Bridge. The huge Stars and Stripes sits atop a 100-foot steel pole and is officially the marker to direct future visitors to the entrance of Fort Randolph and Fort Buhlow State Parks, which are under construction. Now it will be very easy to say “go to the huge American flag and take a right”. While there is never a bad time to show your patriotism, the big American Flag is also at the center of Pineville’s new Riverfront Walking Trail, which is almost complete. Thanks for your many calls, emails and letters voicing your support of the Red, White & Blue!

LMA Award

Lafayette was the gathering place August 7th – 9th for elected officials from around the state for the 71st Annual gathering of the Louisiana Municipal Association. The LMA convention is the state’s largest gathering of municipal officials, representing over 300 villages, towns and cities in Louisiana. Pineville Mayor Clarence R. Fields was recognized for his service as LMA President for the past year. Bill Robertson, mayor of Minden, was elected to succeed Mayor Fields as LMA President.

The City of Pineville was also recognized with a 2007 Community Achievement Award for outstanding achievement in the category of economic development. Pineville was recognized for development and construction of a new wastewater treatment plant to accommodate current increased industry demands and future city growth.

The LMA’s 71st annual convention drew more than 1,300 delegates, spouses, exhibitors, guests, and dignitaries including Governor Bobby Jindal and U.S. Senator Mary Landrieu.

New Football Stadium at LC

The landscape of Pineville is about to change again as Louisiana College is building a new football stadium on campus that will be very visible from the Pineville Expressway. The combination football/soccer facility is already under construction adjacent to the current tennis courts, with the hopes of playing their first game on campus in over 40-years this fall.

Since 2000, when football was revived at Louisiana College, they have played their home games at Pineville High School. While the Pineville High stadium is a great place to play, LC football and soccer programs will benefit greatly by having this new state-of-the art facility. The community will benefit as well the artificial turf stadium can be used for band/cheerleading/dance line camps and competitions, sports tournaments and community events like graduations.

The stadium project totals approximately $8 million and will be completed in three phases:

Phase one – A new turf field and stadium seating for 7,000 will be installed.
The first phase is scheduled to be completed in time for the 2008 Homecoming game against Howard Payne University on October 25th.

Phase two – Completion of a brick façade surrounding the bleachers. This area will include concession areas, home-side and visitor restrooms, and a press box, press suite and donor suite that will be accessible by elevator.

Phase three – Completion of a three-story athletic/academic building that will house the athletic training program including classrooms, offices, locker rooms, weight and training facilities and meeting rooms.

Miss Louisiana Royalty visits Pineville

The City of Pineville was pleased to host both the 2008 Miss Louisiana and Miss Louisiana’s Outstanding Teen recently. Blair Abene, Miss Louisiana, was the MC for an event at the Kees Park Community Center, honoring April Nelson, Miss Louisiana’s Outstanding Teen, and the reigning Miss City of Pineville Outstanding Teen (pictured left to right are Rich Dupree, Blair Abene, Mayor Clarence Fields & April Nelson).

Nelson competed in the Miss America Outstanding Teen August 16th. Nelson will continue to represent the City of Pineville until next February, when a new queen is crowned. Blair Abene will represent Louisiana at the Miss America Pageant next January in Las Vegas. She was crowned Miss Louisiana this past June in Monroe, and is the reigning Miss Lincoln Parish.

Main Gate Re-opened at Camp Beauregard

The City of Pineville now has another “gateway” it can be proud of. The Louisiana National Guard, headquartered at Camp Beauregard in Pineville, has re-opened its front gate, which will serve as a security checkpoint at the main entrance and exit to the base. The new gate provides a distinctive appearance for the Main Training Site Headquarters for Soldiers and Airmen of the Louisiana National Guard, and can be easily seen between the new Petron Commercial Park and the Pineville Wal-Mart, on Hwy. 116.

The $3.2 million project also provides special features for security and is in full compliance with Force Protection Anti-Terrorism requirements. The new building houses a guardhouse area as well as areas for mechanical equipment, electrical/telephone equipment and latrine facilities. The new security checkpoint is steel-framed and self-contained, and is hardened and equipped with bullet-resistant glazing for threat protection.

State Winner - 4 out of 6 Years!

Jean Gilstrap, coordinator of the Cleanest City Contest, presents the Cleanest City Award for Category G to Rosa Fields, wife of Mayor Clarence Fields.The Louisiana Garden Club Federation has named the City of Pineville the “2008 STATE’S CLEANEST CITY”. Pineville won District “G”, which was for cities with populations between twelve and eighteen thousand. Pineville was competing against the Cities of Morgan City and Bastrop in the State finals.

The first week in April, Pineville was judged in District competition and advanced to the State Cleanest City Contest finals, which were the first two weeks in May. This is Pineville’s fourth such award in the last six years. After winning their district many times previously, Pineville was selected as the STATE'S CLEANEST CITY for the first time by the Louisiana Federation of Garden Clubs in 2003, and repeated in 2004 and 2006. Pineville’s entry is sponsored by the Alexandria Garden Club, which includes many Pineville ladies in its membership.

In 1958, the Louisiana Garden Club Federation, Inc. was first among members of the National Council of state Garden Clubs, Inc. to sponsor a statewide “Cleanest City Contest”. 2008 marks the 50th consecutive year of this contest.

Pineville Mayor Clarence Fields says the victory is a total team effort. “This award is a victory for all city employees and our citizens. Hats off to our Public Works Department, the Pineville Beautification Committee and the Alexandria Garden Club. It is obvious that our citizens and employees share the same sense of passion and pride in our community and this award validates what can be accomplished when we work together."

Familiar Face chosen New Police Chief

Mayor Clarence Fields administers the oath of office to new Police Chief Terral PaulTerral Paul Mayor Clarence Fields did not have to look far to select the city’s new Chief of Police. Terral Paul, a 27-year department veteran, took on the official appointment when the Pineville City Council accepted the Mayor’s recommendation at a special meeting on April 29th.

Terral Paul was chosen from a dozen applicants who applied and took the test in February. Paul has been the “Acting Chief” since Jay Barber retired last October. Before his appointment, Paul had served as Assistant Chief since 2003. A Marine Veteran, Paul began his tenure with the Pineville Police Department as a patrolman in February of 1981. Paul now takes charge of a department with 64-employees and a growing city who prides itself on Public Safety.
